 MANDATE AND TERMS OF REFERENCE
for the STANDING COMMITTEE ON EVALUATION AND ACCOUNTABILITY
Statement of Purpose:
To act as a Standing Committee with joint reporting responsibility to the Boards of the
colleges, university-colleges, institutes and agencies of BC and to the Ministry
responsible for post secondary education.
The Standing Committee on Evaluation and Accountability (SCOEA) will provide
recommendations and assistance to
- Boards in discharging their responsibilities for institutional evaluation and
accountability, and
- the Minister in discharging responsibility for system accountability and performance
reporting
Committee Composition: SCOEA shall be composed as follows:

- Includes one Industry Training & Apprenticeship (ITAC) member so long as ITAC

Chairs of SCOEA Subcommittees who are not SCOEA members will attend as non-voting
members of SCOEA
Appointment: Members are nominated by constituent groups and appointed by
the Minister responsible for colleges, university colleges, institutes and agencies.
Term of Office:
- Members are appointed to serve a minimum of one year, preferably a two year term, with a
maximum of six years with the exception of Ministry representatives who are appointed with
no set term length.
Annual Review:
- The composition, terms of reference, and performance of the standing committee will be
formally reviewed by the standing committee on an annual basis, beginning one year from
the first scheduled meeting.
Chair:
- The Chair and Vice Chair shall be elected by the members of the Standing Committee.
These elections shall take place annually
Quorum:
- A quorum shall be a simple majority of the members appointed to the Standing Committee.
Meeting Attendance:
- Members are encouraged to attend every meeting.
- Substitutes are permitted; they must be provided with sufficient background knowledge to
allow them to participate effectively. Substitutes are to be counted in the calculation of
a quorum.
Tasks & Responsibilities:
- The tasks of the Standing Committee will be to provide recommendations to, and assist,
institutional Boards and the Ministry respectively in all relevant matters concerning
institutional evaluation and accountability and system-wide performance measurement and
accountability.
More specifically, the Standing Committee will:
- develop, adopt and maintain a glossary of terms related to evaluation, accountability
and performance measures as they apply to the British Columbia college, university
college, institute and agency sector;
- provide recommendations and assistance in the development, maintenance and refinement of
the college, university college, institute and agency sector's accountability
processes;
- provide recommendations and assistance in the development, production and refinement of
the college, university college, institute and agency sector's annual performance
measurement report;
- provide recommendations and assistance in the integration and alignment of institutional
evaluation and accountability processes with the system-wide accountability process while
respecting the unique aspects of the mission and mandate of each institution;
- act as one of the several sources of information to the Ministry regarding the
achievement, and appropriateness, of the objectives outlined in the strategic plan: Charting
a New Course;
- establish ad-hoc project teams to perform research and propose resolutions to issues
related to the Standing Committee's mandate;
- prepare and submit an annual budget request to the Ministry.
Minutes:
- The minutes of the Standing Committee will be maintained and circulated widely by the
Committee staff and will be approved by the Standing Committee members.
Staffing:
- The Ministry of Advanced Education provides a grant for staff
support to the Standing Committee.
Subcommittees:
- SCOEA has two standing Subcommittees: System Performance Reporting Indicators
Subcommittee and the Institutional Evaluation Subcommittee. It may also appoint ad hoc
subcommittees as it sees fit. Each Subcommittee must have its Terms of Reference and
membership approved by SCOEA. Minutes of the Subcommittee meetings will be presented to
SCOEA.
Budget:
- The Ministry will provide funding to the Committee. The Committee will prepare an annual
expenditure plan based on the Ministry grant. The budget will be administered by the
Committee staff.
Travel Expenses:
- Members are entitled to reimbursement for approved expenses incurred attending SCOEA
meetings.
Access:
- Access to the Standing Committee and its agenda will be through the Committee Chair or
Committee staff.

evaluation and accountability:

An institution must plan for and evaluate its programs
and operations on an ongoing basis and, on the request of the minister, must report on
these matters in a form the minister directs. |
