SCOEA is a committee reporting jointly to the Minister responsible for post-secondary education in British Columbia and to the public colleges, university-colleges, institutes and agencies.

The SCOEA has responsibility for systems accountability and institutional evaluation. It achieves this through its subcommittees.

The System Performance Report Indicators (SPRI) Subcommittee manages the selection and definition of System Performance Report Indicators (SPRIs) collected for the annual Performance Report of British Columbia’s College, Institute and Agency System. To date, SCOEA has overseen the production of the 1997, 1998  1999 and 2000 Performance Reports.

The Institutional Evaluation (IE) Subcommittee oversees the re-development and implementation of the Institutional Evaluation Framework for BC Colleges and Institutes. In doing so, it must recognize the distinctive nature of each of the 22 institutions which make up the public college, institute and agency sector; each has its own institutional culture arising from its program mix, history and the economic, social and physical geography in which it exists. These differences are highly valued by the sector. The committee is completing the design and implementation of the new Institutional Evaluation Framework.
