About SCOEA

SCOEA was a committee reporting jointly to the Minister responsible for post-secondary education in British Columbia and to the public colleges, university colleges, institutes and agencies.  It functioned from June 1997 to March 2003.

SCOEA had responsibility for system accountability and institutional evaluation in the public college sector.  It achieved this through its subcommittees.

The System Performance Indicators Subcommittee managed the selection and definition of System Performance Report Indicators (SPRIs) collected for the annual Performance Report of British Columbia's College, Institute and Agency Sector.  SCOEA oversaw the production of the 1997, 1998, 1999 and 2000 Performance Reports. The Institutional Evaluation Subcommittee was responsible for the re-development and implementation of the Institutional Evaluation Framework for  BC Colleges and Institutes.  Building on twenty-five years of institutional evaluation in B.C's colleges and institutes, the committee completed the design and implementation of the new Institutional Evaluation Framework in 2002 following three pilot projects: College of New Caledonia in 1999, Northern Lights College in 2000, and Kwantlen University College in 2001. The Framework documents can be found in the Evaluation section of this site.

The Institutional Evaluation Framework places much greater emphasis on In-depth Evaluations and broadened their scope to cover all facets of an institution. New elements include the Annual Reviews and the explicit linkage of institutional evaluation and each institution's strategic plan.  The Framework is designed to ensure that the Boards of Governors have the information needed to meet their responsibility for institutional accountability.  The Framework acknowledges the distinctive nature of each of the institutions that make up the public college and institute sector; each has its own institutional culture arising from its program mix, history and the economic, social and physical geography in which it exists.
